Malaysian customs operates a Pre-Arrival Processing (PAP) facility that lets the K1 import declaration be lodged before the vessel arrives — for sea freight this requires the manifest to be submitted at least 24 hours before arrival. Cargo that clears the risk criteria can be released immediately without physical inspection, though duty still can’t be paid in advance for shipments flagged for inspection.
