Import declarations in the Philippines are filed electronically through the Bureau of Customs’ E2M system, and must be lodged within 15 days of final discharge from the vessel (an extension can be requested with justification). Cargo not declared in time can be treated as abandoned under the Customs Modernization and Tariff Act. Shipments are also assigned to a document check, non-intrusive inspection or physical inspection channel under the Bureau’s risk-based Cargo Selectivity System.
